would you consider insect outbreaks a natural disaster?

for example, when an insect outbreak occurs, forests become more susceptible to forest fires, and if the insects are of the defoliating sort, they can cause trees to die directly. does that make it a natural disaster?

Yes the mass emergence of insects is considered a natural disaster if the damage caused during such an incident is extreme enough.
