Or will the Chinese refuse foreign help again and then say foreigners didn’t do anything to help China.

It’s sad to see so many lifes and families get hurt in any disasters, since the govt is so rich hope the victims will get all the aids.

? actually it was the Taiwanese locals complaining about Ma’s half-assed disorganized and unprepared response to a typhoon disaster, not an earthquake that you may be referring to. It cost the KMT a LOT of local goodwill to see him try to crawl under a rock. his pathetic appeasement attempts to China, aside have also not done much for the local KMT reputation. Admittedly, perhaps they are trying to come to a better compromise and are doing their best, there are far worse individuals than the KMT members around today. (Mao, Stalin, and Chiang Kai Shek were all much scarier than the current CCP or KMT members IMO)
Anyways, as you predicted, China refused help again. I am sure the government in China will do its best, but more lives would have been saved more quickly by allowing the dog teams from all over the world into collapsed cities and villages there. Unfortunately the saying goes: an eye for an eye makes the whole world blind… welcome to China, land of the blinded being led the the king with one eye.
China badly needs transparency, open-ness and one law for all members of its society. Right now, I do not see that.
