Will 180mmx8mm seismic skateboard trucks work with 112mm off road 4×4 type rubber wheels?

Mountainboards usually use a 12mm axle.

probably not. you could buy 97mm flywheels and use it on the streets.

Depends on the bearings that those wheels will accept. If a 608Z bearing will fit in ‘em, you’re golden.
Just note that aggressive off-road boarding can generate stresses that longboard skateboard trucks are not designed to endure. If you’re going to fly 20 feet in the air with a heavy off-road board – use heavy-duty off-road trucks.
