Why is Tokyo have high vulnerability to earthquakes?

I’m just wondering why Tokyo has this vulnerability to earthquakes? What makes them susceptible to them?
What factors could influence this vulnerability?

Because it lies near an active plate boundary. More specifically, a subduction zone where the Philippine Plate is sliding beneath the Amur Plate. Friction keeps the two plates in place, however, the tectonic forces are greater. Pressure is built up as tectonic forces push the Philippine Plate under the Amur Plate, eventually enough pressure builds, that the Philippine Plate is pushed under the Amur Plate. When this happens energy is released in the form of an earthquake
