Because sadly, neither one of those guys were even employed by WWE at the time of their death. The only other guys who got the Eddie treatment were Owen (well deserved) and Benoit (controversial, depending on who you ask)

Brian Pillman never got one either, and he WAS employed by WWE at the time of his passing.

Crash Holly was working in NWATNA (now TNA) at the time of his death
Hawk was retired (they mentioned his death on the now defunct WWE Confidential show, but that's all the tribute he got)

I completely agree.

In-fact some stars who died didn't even get a tribute, let alone a tribute video.

It's probably all down to the fact that Vince McMahon and the WWE in general didn't want to be associated with wrestlers who had died at either such a young age or had complications with their heart, from drugs etc. No matter how they died or what age they died, they deserve to have at least a mention. The guys worked for the business, they put their bodies on the line day and night, they earned their places, it disgusts me how they get nothing for it.

The same thing has happened to Umaga, and their was a huge uproar a while ago about Umaga not having a tribute video shown on Raw, or having a mention from Jerry Lawler or Michael Cole saying he had died. I think fans are still very angry at this.

But to answer your question: I completely agree, and in my opinion, every wrestler that has died who were so loved by the fans, the wrestlers who worked day and night getting the fans on their feet screaming like crazy, wrestlers who made the WWE what it is today, should get the same treatment as Eddie Guerrero had. But obviously Vince McMahon doesn't see it that way, and it disgust me.
