there can be many.
for example, if you have a heavy weight sprung high up, who’s natural frequency is out of phase with the earthquake shaking, it will absorb energy, and reduce shaking.
you can install dampers in unused areas to absorb energy. in fact, i’m about to do just that.
you can put more mass lower down and less higher up. the transamerica pyramid is a good example.
