What is the result of energy loss in the form of tidal waves?

After each tidal wave some potential energy in the Earth-Moon gravitational system transfers to oceans on Earth. Does this loss weaken the Earth-Moon bond?

Tidal friction causes heat and acts to slow the rotation of the Earth and causes the Moon to migrate outwards from the Earth.
