What is the easiest way for me to make a Richter Scale.?

I don’t want to spend a lot, well actually I wouldn’t really want to spend anything since its only a minor assignment but I really want to know how I can make a richter scale or even a seismograph. Thank you (:

Woah, you are confusing a few concepts here.
The Richter scale is just a table that links the level of seismic vibrations, measured by a seismograph, into a single quotable value. Of course, it is a bit more complicated, as the seismograph is usually not located directly above the epicenter, so several seismometer readings are combined to determine the epicenter location and the actual magnitude of the tremor.
Wanting to make a "Richter scale" is like asking to make a kilogram.
A seismometer is, at heart, a rather simple mechanism. A fairly large mass is suspended to a frame and base using springs, and attached to a pen that records the relative motion of the mass on a moving roll of paper. Any vibration of the ground will affect the frame differently from the mass, and the mismatch in motion is recorded by the trace on the paper.

You don’t "make" a Richter Scale, since it’s a way to describe the strength of earthquakes. Charles Richter already made it, back in 1935. I don’t know your age or grade, but try these links.
