Crude oil is a complicated thing. Not every country can fit the profile of U.S. refinery. In some case, you need to to rebuild the whole refinery which would take many billion dollars.
Britain is quite smart. They built refinery in the country of origin. Beside reduction in pollution and logistic cost, they are much specific and much easy to build.
