If one advocates spending tax payer money to help people who have been hit by a catastophic natural disaster, then yes . . . using our modern "Joe the Plumber" definition for socialism, that would be socialism. The Joe the Plumber definition of socialism is "taking money away from those who have more and giving it to those who have less" . . . which is precisely what the government is doing when it takes money from us through taxes and then uses that money to help people in need, in this case people who have been devastated by a natural disaster.
On the otherhand, if private companies make money off of the suffering and plight of people who have been hit by a natural disaster — again, using the standard Joe the Plumber definition — that would be capitalism . . . since capitalism for the average joe essentially means making money by any means, even if it comes from exploiting those who have less.
