Chapters have Disaster Action Teams, which are trained to respond to local disasters (house fires, small floods, explosions, etc.) When you sign up as a Red Cross volunteer, you will be asked to sign up for the Disaster Services Human Resource system. This will track your fulfillment of training and experience requirements to be sent to regional and national disasters. You can't really go out of state until you've had local experience, usually. Go to http://www.redcross.org and find your closest chapter by putting in your zip code.
