Ditto for other structures, freeways, bridges, etc. State and city government have funds budgeted for normal services for the residents. Damage from Earthquakes or other disasters drain these funds at a much faster rate than anticipated. So earthquakes can be costly. *An example would be the Loma Prieta Earthquake in California. The bridge and freeway portions fell, killings dozens and creating chaos: lives were lost, people couldn't get to work, construction costs were high and are still going on. Hope this helps!
