Damage from earthquakes put a strain on the resources of the local community. Resources meaning the services that local residents need: food, clothing, shelter, medical care. If buildings were destroyed they need to be rebuilt. Ditto for other structures, freeways, bridges, etc.
State and city government have funds budgeted for normal services for the residents. Damage from Earthquakes or other disasters drain these funds at a much faster rate than anticipated. So earthquakes can be costly.
*An example would be the Loma Prieta Earthquake in California. The bridge and freeway portions fell, killings dozens and creating chaos: lives were lost, people couldn’t get to work, construction costs were high and are still going on. Hope this helps!
