Most of the known active faults in California are along the coast ranges (such as the San Andreas) or in the Sierras. To my knowledge, there are no major active faults in the Sacramento area. That doesn’t mean you won’t feel earthquakes. I grew up there and felt several that were centered in the Bay area or in northern CA.

No, absolutely not. (That is a reason I live here!) I’ve lived here since 1971, and we have slightly felt three earthquakes, one at Oroville, one at Mammoth, and one in San Francisco (Loma Prieta or the "World Series Earthquake"). None caused more than a mild sense of vertigo. The fault lines run east and west of the old ocean floor that lies under Sacramento, and this area is not geologically active.
