Do you think buildings could ever be totally earthquake proof? Explain?

Yes, but it would cost so much that it wouldn’t worth it.
Buildings which are no more than 70% as high as they are wide are very earthquake resistant, but developers in expensive city lots want to put as many stories on a given plot of land as they can to maximize their profits from rents.
If a building is constructed as if it were a bomb-resistant bunker, as if it were part of Rommel’s Atlantic wall designed to keep the Allies from landing their armies in Europe, then earthquakes couldn’t touch them, but the average family can’t afford to pay for that much steel and concrete to build a house, and the average businessman cannot afford to erect such a building for his offices or factories; it’s just too expensive for the average business to ever pay for the construction costs.
