could a tidal wave or tsunami that hits the east coast effect baltimore?

   A tsunami would have a better chance of destroying coastal areas like Ocean City rather than come up the Bay and/or the Potomac River to damage Baltimore or Washington.

   Sure, it’s conceivable, but barely. On a list of things to worry about in Baltimore, that is somewhere around the same threat level as a suprise invasion by the Swiss Navy.

   I would imagine so, but it would have to depend on what coastal location on the east coast you are talking about and of course, how strong the tsunami is.
