Sure, you are not paying the rent. Where did you get the idea that the rent was some sort of fund for you to dip into?
Believe me, his mortgage is still due, flake or a tenant or not.
The landlord is not there to foot your bills.

Read your lease. Whether or not he can do it will be stated there.
I’m not a lawyer, so this isn’t legal advice. However, unless there’s some exception or exclusion in your lease for what you did with your rent money (and there probably isn’t), then, yes, he can legally do it. You have a legal, binding contract to pay your rent on a certain date. Whether you spent the money on a worthy cause, or gambled it away, really doesn’t matter.

In most cases you need to be evicted, and that eviction must be signed by a judge in a court. You will then have the chance to explain your side of your case. Look up eviction laws for your state, but other than that he cannot "throw you out"

Yes he can, by failing to pay the rent, the landlord may terminate the lease through eviction proceeding.

Your landlord should have to go through a process, not just because you were late. Due to the hurricane you should also contact local agencies, ie.. Red Cross, Local non-profit tenant or rental assistance. If you have had a good payment history, you can offer to work out an agreed payment plan. If not you should be given notice to pay rent or quit, and then it is usually referred to the courts.Again contact your local Eviction Center or other agency for tenant laws and advice from professionals. Best of Luck. Lastly keep all things in writing.

Legally yes…Hurricane Ike has no bearing on your responsibility to pay rent.
He would have to issue you a "pay or quit" notice…and then proceed with eviction.

Yes he can, I know it is hard during a natural disaster, however you need to pay your rent too.
Contact some of the local relief agencies and charities to see if they can offer you a hand.
