At what point upon making landfall does a hurricane weaken?

Does a hurricane start to weaken when the outer bands make lanfall, or only once the eye makes landfall?

It may weaken slightly when the inner bands and or the area that is near the core of the circulation goes over land. However, it is when the eye wall first moves over land is when you usually see significant weakening to occur.
